I. Introduction to CCC Certification
The full name of China's CCC certification is the "China Compulsory
Certification System". It is a product conformity system
implemented by the government to protect consumer safety and
national security, strengthen product quality management, and
comply with laws and regulations. The so-called 3C certification
refers to the Compulsory Certification system, with the English
name China Compulsory Certification and the English abbreviation
CCC. Any product listed in the catalog of compulsory product
certification that has not obtained a certification certificate
from designated certification body, or has not affixed the
certification mark as required, shall not be imported, taken out of
the factory for sale, or used in business and service venues.
II. Importance of CCC Certification
1. 3C certification is a mandatory certification and a passport to
enter the domestic market; CCC is a certification in China, and if
products are sold domestically, they must obtain 3C certification
if they are on the 3C mandatory product list.

certain items in export inspections.

VI. CCC Certification Process
Stage 1: Application acceptance;
Stage 2: Document review;
Stage 3: Sample receipt;
Stage4: Sample testing and document verification;
Stage 5: Laboratory draft report;
Stage 6: Draft verification and upload for review;
Stage 7: CQC initial - re-evaluation - certificate issuance;
Stage 8: Certificate printing, collection, dispatch, and

Stage 9: Factory inspection within 3 months after initial3C
certification (Factory inspection is required before certification
for factories with Grade C or D)
VIII. CCC Certification Factory Audit and Other Precautions
(I) Audit Content: Factory Quality Assurance Capability Product
Consistency Check
1. Quality Assurance Capability Audit. The audit shall be conducted
in accordance with the CQC "Requirements for Factory Quality
Assurance Capability" and "Factory Inspection Record Form".
2. Product Check: Conduct a consistency check on the products
applying for certification, focusing on verifying the following:
(1) Consistency between the identification (nameplate) of the
certified product and one specified in the type test report;
(2) Consistency between the structure of the certified product and
the type test sample;
(3) Consistency between the important components/ of the certified
product and the "List of Important Components/Elements" in the type
test report;
(4) Conduct an on-site inspection in accordance with the "Routine
Items and Confirmation Inspection Items Table".
3. Initial Factory Audit Method: The initial factory audit can be
conducted separately, or merged with the initial audit or
surveillance audit of the CCC.
(II) Initial Factory Audit Duration: Generally, the initial factory
audit is conducted after the type test is qualified. If necessary,
the type test and factory audit can be simultaneously. The factory
audit duration is determined based on the number of product units
applying for certification, with appropriate consideration of the
factory's production scale, generally 1 to person-days per
production site. The specific audit duration is provided in the
"Special Requirements for Product Certification Implementation
Rules" of the corresponding products. The travel time of the
auditors is calculated half a working day per day, and is not
included in the aforementioned person-days.
VIII.Product Certification Process
1. Certification Application and Acceptance
Submission of application materials: Product technical data
(circuit diagrams, BOM, manuals), key component, and existing
certification certificates.
Acceptance review: GTS reviews the materials; once complete and
compliant, an acceptance notice is issued and the certification
agreement is signed.
2. Testing
Sample submission: The enterprise prepares qualified samples
(usually 2-3 units) as required by the certification body and sends
them to the GTS laboratory; specific sample requirements are with
the laboratory.
Full testing: The laboratory conducts standard testing based on the
corresponding national standards for the product (such as
electrical safety, EMC electromagnetic compatibility, wireless
performance, etc and issues a type test report.
Rectification and retesting: If the test fails, the enterprise must
rectify the product and resubmit samples for retesting until the
test passes
